The program I use to create graphics is Paint Shop Pro X by Corel. On the Corel website they offer a 30 day free trial of the most recent version of Paint Shop Pro. It's a great way to see if you like the program before paying out any money purchasing it. You could also try looking for Paint Shop Pro on eBay

I also use Corel's Animation Shop to animate banners, sig tags...etc

I also use a Wacom pen & tablet, rather than a regular mouse.
It feels much more natural in your hand (just like a real pen)
It works perfectly with Paint Shop Pro.
I'm sure there are cheaper pen & tablets out there, 
Wacom is just the one I prefer to use.
